Worm Gear Key

Hi All,
I am rebuilding my 2 tooth steering box on my 31 and I am trying to put the new worm gear on and it appears the key in the work gear is slightly larger than the keyway on the steering shaft and will not press on. Has anyone seen this before? If so what method fixed the problem?
