Default NYGRAN break-n-spin tool has "Vice Grip" on it too?

I was at a garage sale and out of curiosity bought a tool it might be a Model A tool (who knows ) that looks like vice grip pliers BUT has welded on it on front what appears to be an adjustable rivet thing . It also has a lever gadget on the front top you can turn . I have no idea what this is for ? It has NYGRAN imprinted on one side and BREAK-N-SPIN on the other does anyone know what a "Break-n-spin" tool made by "NYGRAN" is for ? Thanks !

Break-n-spin chain-breaker, rivet-spinner - One adjustable anvil, fits any make chain. Has two steel punches on same head; will punch any size rivet. Free spins any size rivet with single head. Can be operated by one man. Holds chain firmly in place where it is grasped.
Manufacturer: Nygran Industries Ltd., North Burnaby B.C., Canada.

Since it was on a Canadia forestry website, I would guess it has something to do with chainsaw chains. But I don't know for sure.

Yeah thats the tool allright ! SO it is a chain tool for chain saws and maybe bikes and motorcycles too. THANK YOU !
