Default NYGRAN break-n-spin tool has "Vice Grip" on it too?

I was at a garage sale and out of curiosity bought a tool it might be a Model A tool (who knows ) that looks like vice grip pliers BUT has welded on it on front what appears to be an adjustable rivet thing . It also has a lever gadget on the front top you can turn . I have no idea what this is for ? It has NYGRAN imprinted on one side and BREAK-N-SPIN on the other does anyone know what a "Break-n-spin" tool made by "NYGRAN" is for ? Thanks !
