Default Front tag brackets

I bought the mounts for a front tag for my 30 Coupe, I had the tag mounted with the bolts on the bottom of the mounts on the headlight bar. Now I see pics of the tag mounted with the bolts on the top side. Which is correct?

this is how Ford wanted them mounted in 1930

Small point, if they are down it is easier for the plate to gouge your radiator if they are loose or your speed and head wind is high. If the bolts/clamps are up, there is more "backing" for the plate.,
