When installing the cowl light arms from the inside of car is there a flat washer as well as a lock washer or is it just a lock washer?

When I disassembled my '29 town sedan there were just lock washers with no flat washers. I don't think the cowl lights had ever been taken off before. It was obvious that on the one repaint someone just taped off the arms and painted.
