The shackle bars are the same for the front and rear of a model A. It is just the shackle itself is longer in length for the rear. The measurement between the holes on the unknown bar is 1 3/4" and the hole diameter is 3/8". So it don't appear to be the "bar for U-style hangers (1923-1927)".
