There are a lot worse looking examples around here with an asking price in the $16 to $18K range. The value can only be determined after you see how it drives - does it feel comfortable at 45 (better yet at 55), does it track reasonably straight, does it have the Ford shimmy, etc? That and a good look at the lower cowl for signs of rust (remove the kick panel if he will let you) will give you a good idea of how well it was restored.
