1/4" clearance between spinning fan and radiator fins sounds good. The closer, the better, as more air is moved through the fins, hence better cooling. You are fine with this amount of clearance.

Doh! You are right. It does not spin on the shaft, but does move from center to the rear of the housing hole easily with my finger. The spin was imagined by me due to grease and no light. Sorry....
