Yes, these are "late" flathead Ford brakes. Here are pictures of pages from an old MoTor manual with adjustment info. You won't have the factory tool, so you will have to work against your brake drum...

Six volt 3cp/21cp bulb with offset pins is 1154. The NAPA part number is LMP 1154.
