Steering box ajusting screw

I have an early 1957 steering box in my 1957 Ford Fairlane and the adjusting screw is as far in as it will go what is wrong and how can I fix this?. Can anyone help me out here?.

I'm Looking for a 1957 ford power steering cylinder for a fairlane. If you have a good one let me know. The one I have leaks because the shaft is rusty and pitted.
