I'm sorry I should have explained a little better a steel convertible just means it's not a fiberglass kit car it's all 1940 Ford Steel but I seriously do need an original convertible top vacuum...

I know this is an old post but the whole in the cow to frame that you're talking about is for your speedometer cable to come up through with a grommet in it then it goes up into the firewall inside...
