The starter switch is catching internally and won't allow the brass "spring" to return to the neutral position. A simple fix: disassemble the starter switch and make sure the spring "tongue" is not impeded it its return after releasing the starter rod.

The exact thing happened to me a few years ago on a trip to the store. The exact thing was wrong. I should have used a original starter switch. Problem solved !!

I have a master electrical cut-off switch mounted down by the starter on my "A". When this same problem happened to me I just turned the switch off. And I keep a spare new starter switch handy. A repop switch maybe, but I use what I can.

The repro starter switch contacts are made from copper, which isn't as springy as the original, which were made of a brass alloy. Sometimes a spark will arc between the stud on the starter and the contact in the switch during operation and it can fuse the two together. The brass originals may (or may not) have enough spring to break the contacts free when you let go of the switch, but the copper repros won't be able to do it. Make sure the contacts are clean and polished- it can reduce the chance of arcing and fusing. If you can find an original brass contact, use that. The brass has a more yellow color. The copper repros are pinker.

In one of the National magazines there was a tip to install a small piece of rubber hose under the movable contact to act as a spring to separate the contacts.
